Hokkaido Regional Consortium was set up as a forum for municipalities and companies of Hokkaido involved or interested in partnerships with Russia (such as Hokkaido Government, the City of Sapporo, The Hokkaido Bank, Ltd., JA (Japan Agricultural Cooperatives), Docon Co., Ltd. etc.), with a view to promoting Japan-Russia cooperation and developing human resources required for achieving this goal.
It also collaborates with the Hokkaido-Russia Inter-Regional Team organized for the promotion of partnerships with Russia (joined by companies and other organizations interested in the development of friendly ties and economic cooperation with Russia, as well as doing business in Russia).
