Outline of HaRP Project
The Human Resource Development Platform for Japan-Russia Economic Cooperation and Personnel Exchange (HaRP) was initiated when Hokkaido University and Niigata University jointly applied for the Ministry of Education, Culture, Sports, Science and Technology (MEXT) FY2017 Inter-University Exchange Project: Support for the Establishment of Inter-University Collaboration (Type B: Platform-Building Program) and the application was adopted.
During the funding period, in addition to construction of a platform for consolidating and utilizing the information and experience gained through exchanges between Japanese and Russian universities, and development of human resources who can contribute to the implementation of the Collaborative Plan for Industrial and Economic Innovation for an Environmentally Friendly Russia with a Higher Quality of Life, an eight-point cooperation plan that Japan proposed to Russia at the May 2016 summit, this project required initiatives that proactively contribute to the activities of the Association of Institutions of Higher Education of the Russian Federation and Japan whose establishment was agreed upon at the Japan-Russia summit meeting held in December 2016.
As well as the activities for the Association of Institutions of Higher Education of the Russian Federation and Japan, such as operating the information platform for universities engaged in exchanges with Russia and holding the General Meeting of the Association of Japanese and Russian Universities, Hokkaido University and Niigata University have also been involved in expanding and developing Japan-Russia exchanges with the cooperation of industry and local public organizations. etc., centered on the two frameworks “Committee for Personnel Exchanges” and “specialized sections.”
Although the period of the project funded by MEXT ended at the end of FY2021, from FY2022 onward, we plan to collect and disseminate information that will contribute to the development of exchanges between Japanese and Russian universities by leveraging the website and other means.
