The Fifth Core Member Meeting of the Committee for Personnel Exchanges 

On Friday, November 6, 2020, the Fifth Core Member Meeting of the Committee for Personnel Exchanges was held. A total of 38 people, including five core members and ten regular members of the Committee for Personnel Exchanges, as well as 23 administrative staff from Japanese universities, participated in the meeting and discussed a proposal of contents for the guidelines on credit exchange between Japanese and Russian universities, the creation of which is one of the goals of the committee. 

At the beginning of the meeting, Professor Hirofumi Kato of Hokkaido University, the chairperson of the committee, gave explanations about the Russian higher education system and university education reform. In addition to confirming the differences in the various educational systems between Japan and Russia, the contents of the guidelines being prepared by Hokkaido University were discussed, and based on the issues discussed and confirmed by the Committee for Personnel Exchanges to date, members expressed the desire to include topics such as (1) the differences in the educational systems between Japanese and Russian universities, (2) the current state of and issues regarding credit exchange initiatives between Russia and Japan (3) the introduction of the case of Bologna Process in Russia and joint degree systems at overseas universities, and (4) proposals for credit exchange based on competence, and after explaining each topic, it was agreed that guidelines would be developed with proposed contents that address these topics. 

This was the first online meeting of the Japan-Russia Human Resources Exchange Committee.
